Holiday Activities and Food summer programme launches 

This summer, children and young people who receive benefits-related free school meals can enjoy free, fun and creative activities as part of Holiday Activities and Food (HAF).

The sessions, funded by the Department for Education, are aimed at those aged between five and 16, and who are in receipt of benefits-related free school meals. 

A limited number of places are also available to children and young people who have an education, health and care plan (EHCP), regardless of their free school meals status. 

 Most sessions are four hours long and each child and young person can book up to 16 sessions for free in the summer holidays, subject to availability.  Places are booked on a first- come, first-served basis.

Village News - not much

 Planning;

The current East Riding Local Plan was adopted in 2016 and has since been undergoing a process of review and update. The Local Plan Update was submitted for independent examination in March 2023 and has been subject to several hearing sessions in 2023 and 2024. Following these, the Inspector has recommended a number of ‘Main’ Modifications required to make the plan sound and has now requested public consultation on these proposed changes.

The consultation is taking place between now and 11.59pm on Monday 21st October 2024.

Yorkshire Wolds Area of Outstanding Natural Beauty

Natural England are opening a consultation on the designation of the Wolds as an AONB.

Asian hornet sightings

 

Asian hornet sightings have begun to be recorded in southern England for 2024. After two nests were destroyed in Hull in 2023 we are asking that residents, gardeners and bee keepers remain vigilant. Asian hornets are an emerging invasive non native species which have become established in mainland Europe causing significant economic and ecological harm to domestic bees and wild pollinators.

Control of the species in the UK is based upon early identification and destruction of nests. Visit the link below for information sheets and identification guides and to report any sightings. There is also an "Asian Hornet Watch" app available on android and iOS to report sightings.

Proposed Melton Parkway Interchange consultation

Working with partners including Network Rail, National Highways, and Wykeland Group, we have developed plans for a new transport interchange at Melton, situated between Brough and Ferriby stations. Early project assessments indicate high value for money, which along with potential funding opportunities arising from the cancelled HS2 northern leg, has prompted us to advance the project to an 'investment ready' stage. The initiative aligns with the HEY Devolution Deal and aims to address capacity issues at Ferriby and Brough stations. The proposed 'Melton Interchange' will feature new platforms, a sizable carpark with EV charging, a bus interchange, cycle parking, and active travel links. Village News and updates on Village Show, Devolution, Nature Recovery and Solar farm.

 Village Show

The honourable members of the show comittee met over coffee and cakes (it being dry January and I had no alcohol in the house!) and we set a date for the 32nd Bielby Produce show to be held on Saturday 3rd August 2024. At Stoneleigh, with thanks again to Dale and all the team there.

A preliminary list of categories is attached here to enable you to get your seeds planted in good time and also practice your baking/pickling/fermenting/knitting etc etc.

Just a note on the beetroot and carrots, we have asked for trimmed tops; Mike, the judge last year advised that we ask for this so we dont get overwhelmed with profuse amounts of leafy tops on the display tables. Trim them to approx 75mm if you would.

Devolution update and consultation

As you may be aware, ERYC and Hull City council are Consulting on the proposal to allow some central government control to local control. Consultation ends on February 27th.

Devolution drop-in events will take place at locations across the East Riding into February, giving residents the chance to ask questions about the proposal to create a Mayoral Combined Authority (MCA) for Hull and East Yorkshire.

Hull & East Yorkshire Local Nature Recovery Strategy event.

A new environmental strategy is being drawn up to enhance and restore nature in East Yorkshire, with the help of local communities.

East Riding of Yorkshire Council is leading on the creation of the Hull & East Yorkshire Local Nature Recovery Strategy (HEY LNRS), working with partner organisations including Hull City Council.

Local Nature Recovery Strategies were introduced as part of the Environment Act (2021) to help deliver the Government's vision for a Nature Recovery Network across England.

The HEY LNRS will identify local priorities for nature recovery, proposing ways to enhance existing nature hotspots and to create new habitats. It will also incorporate wider environmental goals, such as water and soil quality improvement, flood alleviation, and climate change mitigation.

Councillor Paul West, cabinet member for environment, said: "We want to make sure this new strategy meets the needs of our communities, farmers, businesses and, of course, our wildlife.”

Allerthorpe and Thronton Soay Solar Farm and Greener Grid Park

Update from the Project Team, We started constructon of the project late last year, which will be completed in three phases:

Phase 1: 2023-2024: Site mobilisation and grid connection

Phase 2: 2024-2025: Greener Grid Park construction

Phase 3: 2025: Solar Farm construction

At this time we can share information on Phase 1:

• Siemens Energy are contracted to undertake this phase of works.

• The temporary 30mph zone along Melbourne Road near Allerthorpe is to increase road safety until site entrance works are completed, which we expect will be by the end of this year.

• Temporary traffic lights will be required at the site entrance for approximately one month. We expect them to be in place early February.

This is a temporary situation for one month at the site entrance only, to minimise disruption to local traffic.

Tractors Accessing Fields Via Bielby Due to Road Closures

Halls of South Acre Farm, Melbourne have contacted me to let villagers know that due to the bridge closure at the Thornton end of Marketbridge Lane, they are unable to access fields from that direction, and will need to bring tractors and trailers through Bielby instead.

It should only be for a couple of days, and will be at some point over the next week or two. They will be asking drivers/contractors to drive considerately through the village. Apologies in advance for any inconvenience.

Village News, Flooding, Devolution, Wellbeing and Hagg Bridge

 Happy New year to everyone, It's off to a very wet start, but thankfully no serious flooding. (I don't think??)

East Riding message on flooding events;

We are aware of multiple instances of flooding across the East Riding. Our teams have been and continue to be out working to keep residents safe along with our many partners including Humberside Police, Humberside Fire and Rescue and the Environment Agency.

We are working with partners to ensure that pumping is taking place across the East Riding at the locations in the greatest need of relief.

Our services are stretched but we are getting out to all locations.

Please advise residents to keep away from flood waters and swollen rivers, and not to drive through flood water. It is often deeper than it looks and just 30cm of flowing water is enough to float your car.

Driving through flooded roads can also push water into homes.

Latest information, advice and regular updates will be shared on the East Riding of Yorkshire council website and our Facebook.

This includes advice for residents about what the council and other partners can do to help in the event of flooding, and what residents can do to help themselves and safeguard their properties.

Hagg Bridge works to restart Monday 8 January

Hagg Bridge will be closing on Monday 8 January so our contractors can carry out the remaining works.

This will involve waterproofing and resurfacing. Signage will be placed out across the diversion route to inform road users of the closure and diversions.

The works are expected to be completed by Monday 15 January subject to weather conditions.

Launch of public consultation for the East Riding Design Code

A public consultation will be held between 11 September and 22 October on the new design code for the East Riding. Details on how to take part in this consultation can be found below.

Recent amendments to the National Planning Policy Framework (NPPF) have required the preparation of design guides or codes by all local planning authorities, with the aim of providing a local framework for creating well-designed places reflecting local priorities and character.

In March 2022, East Riding of Yorkshire Council was selected as 1 of 25 national pathfinders for the preparation of a new Design Code. This Design Code is expected to be an exemplar of an authority-wide code, and one that aids other authorities in developing their codes.

The draft East Riding Design Code has been prepared over the last year and a half with a wide-ranging stakeholder engagement programme. Work on the code started publicly in March 2022 with a public survey asking residents what was important to them about where they live, and design as a whole. This survey received over 1600 responses.

We have now reached the stage where a draft version of the code is going to be made available for public consultation, and would like to invite you to submit any comments or feedback you may have.

We are holding a series of in-person events across the authority where paper copies of the draft Design Code will be available to view. These events will also give members of the public the opportunity to ask Planning Officers any questions they may have.

These events will be held at the following locations during 12.30pm to 6:30pm:

• Bridlington North Library: 21 September
• Goole Library: 25 September
• Hornsea Library: 26 September

Next Steps

Following its adoption, the code will require constant management and review to determine how it is working and where future changes can be made to ensure the code continues to be both usable, deliver the best outcomes in terms of ensuring high-quality design, and in-turn achieving its aims and objectives.

Community Alert Garage Burglary Everingham

Info below - there was also an attempt to break into the Garden Nursery along Thorpe le Street Road on the same night ...

Please be vigilant and keep your belongings and property locked whenever possible.

 It has come to my attention that a proposed new roundabout onto the A1079 from The Balk is to be built as a result of a planning condition imposed on Gladman developments who have aquired permission for 300 or so houses on the Balk, Pocklington. The new roandabout is to be sited further East along the A1079 and an extension to the Balk, creating a dead end access to the Yorkway See outline plan I found here.

It seems a golden opportunity has been missed to include the road from Bielby onto the A1079 (Carr Lane) to be connected to this new roundabout, similar to the one at Allerthorpe and Hodsow Lane.

I wrote to Leo Hammond about this asking why it had been missed, his response was as follows;

"I can understand the point of view you are putting forward, and I think if this situation was a planned capital scheme of the Council, like both the Shiptonthorpe and Allerthorpe Roundabouts were, then what you are suggesting would probably be done - to create a roundabout which also helps improve the connection of villages like Bielby to the A1079. However, this scheme is not such a scheme.
To understand what has happened with this, it is key to realise that the development for these 300 new homes on the Balk which this new roundabout is a condition of was opposed and turned down by East Riding of Yorkshire Council on the grounds it was overdevelopment (in short). Our decision was sadly, overturned by the National Planning Inspectorate who has now granted planning permission (outline at this stage) for the new houses on the Balk, with the condition for the new roundabout to connect the Balk to the A1079.

Therefore, this roundabout is not a separate scheme, it is part of a planning development, and therefore, can only relate to the effects of said development. This is because it is the developer of said development who is funding it, and in planning policy you can only ask developers to fund things which directly come as an effect of their development.

So, it is only possible for East Riding to make the developer build a roundabout which alleviates the additional traffic caused by their development. We do not have the power to ask the developer to anything more. I hope that makes sense?

There is also the added complication of space. The roundabout is being proposed to be built towards Hayton with a new road connecting it to the Balk and the existing Balk Junction being closed. This is because there is limited space to build an appropriate roundabout at the site of the existing junction. It is also complicated to try and build one were the Carr Lane junction is because to do so, you would need to build over two existing businesses."

I am just putting this on the Blog to inform residents of the impending roundabout and its implications for road safety and access for Residents of Bielby, Everingham and Seaton Ross and further afield who use the junction on a regular basis.

We have received a notice of Election from ERYC for Councillors in the Wolds Weighton Ward which is relevant to us.

Also notices for certain Parish Councils of which we are not one. I have put the notices on the village notice board on the Bus Shelter but attach a link to the documents as well Here

Just as a note, I see that to vote at the polling station, you will now need to provide photo ID, which could be a passport, drivers licence, older persons bus pass or Blue Badge. The document does not need to be current apparently, but you need to be recognisable (I may need to shave my beard!)
