Meeting opened at 19.30

1. Apologies for absence.

Francis and David Tyas, Val and Pete Nolton, Sandra Johnson and Alan Pilling, Deborah Bitton.

2. Minutes of last meeting held on 13th May 2024.

Were read and John Peel clarified that funds from the church went to pay the designers fees for the notice board, all other minutes were recorded as true; Prop P.Ward, sec; Chris Emptage

3. Matters arising from the minutes.

-Item 5, It was proposed that the large planter at the north end be relocated to the other side of the road where there is more sun. Steve Ridsdale said he could get a forklift to move it. There was also further discussion about having a village competition to encourage people to put their own planters outside their properties in the summer.

-Item 13, Pavement on Mill Lane. Chris Emptage had emails and a telephone conversation with the planning enforcement officer who said that the approved plans were over the 10 year threshold for enforcement so there was no further action they could take. CE will send a letter to Cllr Leo Hammond for a formal request to confirm there is nothing they can do.

4. Planning applications and outcomes since the last meeting.

4 Applications were read out, 3 pertaining to Lakeside and one regarding the Allerthorpe Solar farm, discharge of conditions.

5. Precept 2025/26

Having prepared a Budget for 25/26 the treasurer said there was no urgent need to increase the precept. Ian Simpson recommended that it be increased in line with inflation, but in light of the cost of living increases and other Local Authority spending restrictions it was agreed to keep it as it is for a 4th year. 6. Speed check.

Paul Ward said the former officer dealing with the scheme had retired. LH said he would send PW new officers details.

Goodmanham PC have expressed an interest in sharing the cost of the device and in the event of a grant being available it would be circa £725 to set up, with an ongoing fee of £150 per annum for moving the device around between the two villages. Following a discussion it was agreed the scheme was of interest and if it was going to go ahead that Paul Ward progress a shared scheme with Goodmanham and then should a grant be successful, to contact Parish open door to start the discussion on the locations. It was proposed to progress Investigations. prop E. Thompson the second by J. Tew.

7. Information board.

Julie Tew presented a small commemorative thank you plaque to John Peel for his hard work in creating such an informative and stunning looking information board that is now installed by the bench opposite the Church.

8. Beck Update.

Neil Readman said the beck has had its annual clean by the contractor, though some parts were inaccessible due to being already drilled by the farmer preventing access. NR will contact the contractor when accessible. The beck cleaning was to be paid by the parish now following the environment agency budget drop of 80%. It's in good condition generally, Steve Ridsdale said the drainage board, who control the smaller tributaries will put pressure on the environment agency to do work to keep the principle Beck clear and in good order, though this may be on a biennial basis. 

9. Jubilee tree.

The poor state of the small whip that was planted was discussed. Due to it being under a large Ash tree, it was agreed to plant another bigger tree in a new location, to be agreed, NR will investigate options.

10. Canal footpath surfacing.

Richard Coe will ask Matthew to drop some bark and chippings off, NR will muster wheelbarrow and shovel owners to help distribute when they arrive.

11. Solar Farm and cable route

Brief details given of the Mylen Leah project for a solar farm near Foggathrope/Seaton Ross and then a potential cable route to the substation at Allerthorpe which would pass by and potentially through farmland in the Parish. Statcraft had asked for a representative of the village to attend a consultation at Bubwith on the 14th November. CE said he would like to attend, GT to send details and inform Statcraft of his attendance.

12. Marketbridge/Coates lock culvert

LH had a meeting regarding this, there was a delay caused by Yorkshire Water who, despite having information for many months, had not signed off on the scheme. A final design has been agreed in principle but is awaiting formal sign-off by the Drainage board, Historic England and Yorkshire Water.

The entire Bridge needs dismantling as well as the culvert. There is an old cast iron pipe which is difficult to work on. There may be a start on working in early December and it's likely to take between three weeks to three months.

13. Bus service

John Peel wondered if the bus could divert occasionally via the small villages. Councillor Paul West said its not a viable proposition as the only service that makes a profit within the east riding is the X46 all other ones are already heavily subsidised.

JP asked that PW and LH make formal representation to the ERYC.

Cllr West said as an example, the dial a ride trial in North Lincolnshire  showed the service was far too expensive, costing an average of £38 per passenger journey. 

14. VE Day 2025

Discussions about holding some celebration after the village show was held but it was noted by Dawn Hanson that the idea really was to encourage events on the day. Jan Emptage said that she would talk to some of the villagers at the book club about holding an event to celebrate either this, or VJ Day as well at some other time. 

15. Charity presentation by Tony Britton

TB gave a presentation about the work that “Rugby in the Community” does in the local area, it plays a vital role in the community, bringing people together through sports and social activities that enrich lives and build lasting connections. Their commitment to supporting everyone, from the young to the elderly, shows the true spirit of community care. It’s inspiring to see an organisation dedicated to making sure no one feels alone or left out. Several residents in the village benefit from their work and also contribute their time and expertise. It was agreed that future fund raising activities would consider donating at least some or all funds to the charity.

3. Matters arising from the minutes.

• 3.3 Village task force, Neil thinks all jobs done, Paul Ward said he had seen a gulley being excavated. Cllr Leo Hammond had sent an email to  Highways and Yorks water to chase for a resolution after his previous email .

• 3.18 allied to the bus shelter, Richard Coe noted there are some metal trims projecting at the corners, Chris Emptage said he would contact Sharpes to remedy them.

4. Planning applications and outcomes since the last meeting.

5. Bielby in Bloom.

• Val Nolton asked if we could plant more daffodils as the existing ones had been cut early by the council. Paul Ward said he would contact the person at ERYC who supplied the last bag.

6. Parish Precept.

• Elizabeth said the account is looking healthy, with circa £6,000 with the biggest commitment in the near future being the village information board.

• It was confirmed that the precept be kept at the same level as agreed in the previous meeting.

7. Bielby Beck update.

• Neil said the beck clearing carried out by the usual contractor was only partially done under the remit of the Environment agency and he had asked the contractor to continue and asked the village to pay the additional, which was proposed by Neil, seconded by Steve Ridsdale.

8. Speed limit in village.

•  No movement as yet on setting up the speed awareness group, so names of volunteers were taken again;

• Paul Ward said he would move the group forward and initiate training.

• Graham Tew had enquired of one company who supply solar powered flashing speed signs for the entry into the village. Costs were circa £2,500 (Elan City). Cllr Hammond commented that ERYC Highways would need to approve sighting and give permission, also that data he has suggests a speed awareness group has a longer lasting effect on driver behaviour.

9. Parish land

• Chris Emptage said the discussion with the new owners of Gale Carr farm had come to nought, item to be deleted in future.

10. Information board for the public bench area.

• Progress continues, John Peel has had confirmation on some outstanding items and is moving towards graphic design and manufacture.

11. Duck Race

• Chris Emptage with his waders appears to be the only volunteer at present, however, with the beck in its current state of near flood, we discouraged him from holding the duck race on his own and agreed to wait for more clement conditions and to seek out more volunteers, Richard Coe has the necessary nets and poles to keep any strays in check. So it’s just admin, soup makers and willing families to get involved.

12. Carol Singing

• Ian Simpson suggested that it is often a very cold night for the singers and some households were often bemused by a dozen or so carollers singing on their doorstep. He suggested a gather around a piano (keyboard) at a warmer location, Richard Coe suggested starting at Stoneleigh before retiring to Coffee and Coe for warm drinks and a carolling as a larger group. Date suggested Tuesday 12th December, meet at Coffee and Coe at around 7.00 pm before going to Stoneleigh and returning to Coffee and Coe.

13. Christmas meal.

• Ian Simpson said there were 36 villagers attending, a few outstanding balances, asked for those outstanding to give him a cheque/transfer or cash please.

14. Memorial service and wreaths.

• Val Nolton had bought 2 wreaths for the memorial at the church and also the memorial to the bomber crew along the canal towpath. Elizabeth asked for the receipts to reimburse.

15. Bus Timetable

• John Peel gave a brief piece about the lack of bus services for Bielby and nearby villages. An early morning to York on a daily basis and a return in the evening/afternoon is the only daily service. Thena weekly service to and from Pocklington on a tuesday, he says hardly serves well for the villages or for Pocklington either if people who cannot drive due to illness, disability, cost or environmental concerns cannot easily get into our local towns. He also highlighted how business’ in the village would benefit from buses to and from Pocklington such as the Cafe, Caravan site, Pod and holiday lets.

• Cllr Paul West (Transport Portfolio holder) spoke about the lack of competition creating high tender prices for routes that are then uneconomic to run. There is only 1 route in the area that runs at a profit, being the X46 that runs along the A1079, all other routes are subsidised by ERYC, creating a substantial drain on financial resources for the county. There are ideas like dial a ride or running parallel services along the A1079 for 1 every 3rd bus to divert through a few villages, but none are viable economically at the moment. If a few villages co=operated it may be possible to put pressure on ERYC or even fund a service ourselves.

16. A1079/Carr Lane roundabout

• Margaret Wilkinson passed on her concern about there being no provision for access onto the proposed roundabout on the A1079/Balk from Pocklington. Cllr Hammond said the requirement from the developers for the 380 new houses was only for the additional traffic from their houses, not for any future growth of the town. That would only have required a single lane roundabout cost circa £3m. ERYC initially committed to fund the additional work for a 2 lane roundabout (another £3m) then declined then subsequently re-committed to upgrading the design. There are no additional funds to move or divert access from Bielby Carr Lane serving Bielby, Seaton Ross and Everingham. Cllr West thought the slowing of traffic from York to Hull at the new roundabout and not allowing exit from Carr lane would not back up that far and we can always turn left to get to Pocklington.

17. Dropped kerb near Stoneleigh.

• Richard Coe asked if ERYC could provide a dropped kerb at either corner of the pavement at the end of Bursar lane (the lane between Stoneleigh and Bursar Lodge) as residents from Stoneleigh that are wheelchair users have to go along the road to get to a dropped kerb to get back onto the pavement if they are heading South from Stoneleigh and vice versa. Cllr Hammond would take this up with Highways on our behalf.

4. Reports:

a. Chairman’s Report.

The Chair commented on the resurgence of village activities following the COVID

pandemic and its restrictions and looked forward to the next few events and to

welcoming the new residents into the village.

b. Treasurer’s Report.

Elizabeth Thompson described some minor budget issues, Bielby in bloom is one

such item. Also Bus shelter repairs. See Ordinary meeting minutes.

c. St Giles Church.

John Peel thanked the village for the support over the last year as well as

subscribers to the 100 club, which gives a monthly prize to lucky ticket holders

with additional prizes at Christmas. Call Steve Smith on 318459 if you wish to

join for £13 a year and support the Church too.

John also appealed to younger volunteers to organise the annual duck race

held at the Mill Bridge. A great opportunity for younger people (i.e under 60!) to

wade in the beck and catch ducks.

5. Election of Officers for 2023-2024: Chairman, Secretary, Treasurer.

All 3 incumbent positions agreed to remain in their place, and there being no

other candidates;

3. Matters arising from the minutes.

Neil readman commented thatthe highways jobs had not been done, Cllr Leo

Hammond took note and would chase up Highways.

Drains had been looked at by ERYC but LH commented that the gulley cleaning

is ERYC’s remit but the drains beyond that are Yorkshire waters and the system

is a combined system taking foul and surface water to the same destination and

therefore the issues with flooding are more about capacity than blockage. LH

would push ERYC to pursue Yorks water for a long term solution. The more

pressure villagers put on ERYC and Yorkshire water by way of complaint the

sooner a solution will be found.

4. Planning applications and outcomes since last meeting.

4a     Location: Firgrove House

Granted - Proposal: Removal of Condition 4 (over night sleeping

accommodation) and variation of Condition 8 (approved plans) of

planning permission granted for -Erection of outbuilding to include

domestic garaging and residential annex ancillary to the main dwelling

      4b  Location, Common Farm Galecarr Lane, 

Pending - Proposal: Erection of an agricultural building for the storage of

straw

5. Bielby in Bloom and Budget for planting

It was agreed to increase the budget to £500 for plants and to use more

perennial planting, particularly in the border at the bench opposite the church.

Elizabeth Thompson asked for volunteers for the watering rota or for people

with planters and tubs near their house to water in very hot dry periods,

as carrying watering cans down the village is hard work!

6. Village Show

To be held on Saturday August 19th at the gardens of Stoneleigh, courtesy of

Dale Greenaway. Having assessed the tents they seemed to be in fair condition,

Ian Simpson will repair one of the covers to the village tent. The other,

“Hodgsons “ Tent is still OK, overall we need about £100’s worth of spares which

Graham Tew will source prop Helen Wilton, sec Jane Dacre. Graham also got a

quote for a new cover of £533.33 plus VAT for a hardwearing version PVC Elite

cover if required. 

7. Music festival

To be on Sunday 27th at the gardens of Stoneleigh, courtesy of Dale Greenaway

Chris Emptage asked what the Picnic Festival was asking the village to

underwrite in the event of a loss, Ian Simpson estimated costs as follows £400

for Toilet hire, £300 insurance, £180 for generator hire, they are also looking at

sponsorship from local business’. Ian Simpson said the lineup of acts is growing,

with confirmed so far;

Asked for people to buy tickets early as confirmed numbers helps book bands

and for organisers to understand site requirements, also numbers are limited.

9. Budget and Precept yr 2023/24

• Elizabeth Thompson read through the budget asked that the Bielby in bloom budget be increased to accommodate the additional planters and borders we have in the village now, and it was approved that this be increased to £500 per year.

• Chris Emptage had obtained a quote for repairs to the bus shelter from Sharpes in Melbourne of £250, it was agreed that to obtain 2 further quotes for a job of this size would be very difficult, so the meeting approved the expenditure.

• Following the coronation party, it was agreed that any surplus of funds be used to buy Dawn and Gary at Beech Tree a thank you gift for the hire of the Disco which was a great addition to the day.

• It was agreed to keep the Precept for 2024-25 the same as this and the previous 5 years as there are no foreseen large expenses following the EA and ERYC taking over the beck clearing and grass cutting respectively. Prop Richard Coe sec Chris Emptage.

• Neil Readman asked if the combined Cricket team of Bielby and Hayton in the Canon Hedley League be granted £100 for cricket ground rental as neither village has a cricket ground of their own, prop Paul Ward, sec Glynis Walsh.

10. Bielby Beck update.

Neil Readman confirmed work had been carried out to keep the beck clear and paid

for by the Environment Agency, Looking Healthy too.

11. Speed limit in village.

Leo Hammond commented again on the 3 options available, however the local

community speed watch group no longer need to carry out a speed survey before being

set up, so the way is open to a group being trained, Cllr Hammond has contact details

of the person in the Police traffic department to contact. Is there someone who would

like to take the lead on this? Previous minutes indicated 5 people interested, we need

one more.

It was asked if the speed indicator sensor signs were a viable option, Clly Hammond

said they have a time limited effect, but are available to hire from ERYC around

£500/month. Graham Tew to research purchase of signs.

12. Litter Pickers

LH informed the meeting of a scheme run by ERYC every March where litter picker

devices are loaned to anyone who wants to litter pick and leave pink bags for the council

to pick up, contact refuseadmin@eastriding.gov.uk or see the web page here  If anyone wants the village to buy them a litter picker, contact

the Meeting Secretary maximum 4 so 1st come 1st served.

13. Information board for the public bench area

John Peel presented a draft of the information and photos he has researched for the

information board and contacted the Pocklington Historical society to verify a few points

who also put him in contact with a local print company who can carry out the graphic

design and set-out as well as a contact for the support and lectern too which he thinks

will be within our original budget. If no-one objected with a week of Johns proposals,

then he and Julie Tew are to go ahead and get the board made up.

14. Mill Lane – picnic bench.

The meeting was happy for Susan Richardson to go ahead and place a picnic bench by

the beck, but it is noted that it is not within the Parish and also that the village takes no

responsibility for its placement or upkeep, a plaque with a general note in remembrance

of past villagers was thought acceptable. Thank you Susan.

15. Village Land

Movement on the consolidation of village land is postponed.

16. Do it for East Yorks Fund.

Funds are available still but no other schemes or projects were forthcoming.

17. Storage of Village crockery.

Val and Pete Nolton are still storing the village crockery, thank you so much. No-one in

the village seems to have storage space, but Jim and Rachel Whitwell, who have

recently moved into the village say they would do so when they have finished their

refurbishment in around a years time. Appeal to the village for anyone who can help in

the meantime. The crockery comes out once or twice a year for show or functions and is

available to anyone who wants to borrow it. I think 50 place settings.

18. Bus Shelter Rota

Julie Tew volunteered to go on the rota to help anyone having to do two months in

the year, see current rota below. Thanks to all the volunteers in keeping the

village clean and tidy.

19. Tree planting to approach roads

GT was approached by Bronwen Martin to see if the village was interested in plantingtrees on the approach roads into the village. Woodlands trust donate trees’ to groups

and charities for planting. The village has discussed them before but there was push

back from landowners in the past who would have trouble flailing their hedges and

verges. Neil Readman was concerned about root damage to the roads as well as the

inconvenience in either hedge maintenance or verge cutting. GT has enquired with

planning dept at ERYC what the procedure and policy is for the planting of trees along

roads and will report back.
