Minutes of last meeting held on 28th April 2025.

Matters arising from the minutes.
Dawn Hanson thanked everyone who attended for their support. Also thanked Bielby Poor Lands Charity Trust for the kind donation of £100 and £250 from ERYC for their contribution.

Speed check
Chris Emptage informed that the speed watch group is starting on Wednesday. Paul Ward has been charging the batteries up every 3 weeks at own expense, thanks were given for his work. He will remove the sign and hand it to Goodmanham prior to its return to Bielby North end at the end of January.
Beck Update.
The beck was cleared last week by the contractor who had also managed to get on to Mr Laytons land between harvest and re-sowing. There was concern over clearing a section that is unreachable by machine. Neil Readman will review.
Jubilee tree
We are looking for location ideas, Chris Emptage will ask Mr Layton if we can plant a new sapling in the verge opposite where there is more light.
Trees to South End
Neil Readman proposed pulling out the dead trees to leave space for the surviving cherries to thrive. Jane Geary said that she had surveyed the apparently dead silver birch and there were still live stems.It was agreed to leave them in place until the spring. She also discussed the option of planting near her field (North of Woodclose farm)
Canal footpath surfacing
It was proposed to ask Matt Coe to drop off another load of Bark before the weather gets too bad and the path becomes unusable in the wet weather. Budget of up to £200 but ask for just 1 load rather than 2.
Carol singing
Date of 19th December was set for the Bielby singers to sing at Stoneleigh before meeting at Coffee and Coe around 7pm for all villagers to join in an informal singing session with some refreshments and to ask attendees to bring their own drink of choice.
There will also to be a Carol service in the church on Sunday 21st Dec at 6pm.
Solar Farm
Steve Ridsdale had visited the site on our behalf and reported that there was no news yet on the Cable route from Mylen Leah site to Allerthrope, Cllr Paul West said the impact would be more significant to Melbourne and Seaton Ross. Cllrs West and Hammond also commented on the availability of grant funds from Statcraft for community facilities with some energy saving or environmental measures.
End of January Statkraft will be at Allerthorpe Village Hall to explain their timeline for the solar farm (planning permission already granted) which is located at the back of the substation towards Waplington. No firm date yet for commencement of construction, but they're expecting first quarter of 2026.
Missing signs to Pock by Routh Lodge (Crudhall Lane)
Cllr Hammond would notify Highways re the missing sign to Pocklington at Crudhall Lane/Hayton lane junction.
Drains and road gullies to the village.
Cllr Hammond will contact Road engineer to asses blocked gullies Graham Tew has a map available showing blocked gullies and where they may drain to with the help of Richard Coe. Cllr Hammond will also send a map of known drains that ERYC have.
Marquee Cover Replacement.
Ian and Judith Simpson had informed us of the need to replace the cover of his marquee as he does offer it to the village for use at community events. It was proposed by Neil Readman to offer a 50% contribution and seconded by Richard Coe. The village bought a replacement cover for our own tent which cost in the region of £650.
Bus service
John Peel sent a statement to be read in his absence as follows;
“Recently I emailed HEY Mayor Luke Campbell and ERYC's councillor for tourism, Nick Coultish. I explained how diverting some buses from the A1079 through Bielby and Everingham would benefit the local population and the tourist businesses and attractions here.
Mayor Luke Campbell replied promptly. Councillor Coultish has not yet replied.
The Mayor sent his thanks for the practical suggestion and set a caseworker to reply positively in detail about the prospective benefits to Bielby and Everingham. The suggestion is going to the HEY network planning group.
Shortly after this, on a local radio phone-in, Mayor Luke was asked about rural transport. He said work was needed to streamline the main routes and get community buses through the villages.
So, let us hope for a decent bus service at last, especially for our young people, pensioners and visitors.”
Cllr West commented that as a new combined authority Hull and East Riding may bring funds forward in a similar style as has happened in North Yorkshire, but this is likely to take 2 years or more to come to fruition.
Church update
John Peel also asked for the following to be read out;
“In July, Bielby church had its obligatory architectural inspection. Some of its findings were news to us, others were not.
Most importantly, we need to replace the heating and lighting systems. Other issues include monitoring cracks in the ancient walls (some over 800 years old), some decorating and replacing the carpet with a rush runner.
The architect even showed how to extend the church westwards to incorporate facilities suitable for a community centre. For this we'd need a spare £150,000, which, surprise surprise, we do not have.
The church committee now has to act on the report.
As for a priest, Rector Stephen retired in summer and, due to legal formalities, it will be at least a year before he is replaced. Services are currently led by retired clergy and church members.
Wheels are in motion to replace Stephen, but church collections in this area are sufficient only for a part-time post, so that is complicating things. Suffice it to say, when we do some fund-raising for the village church next year, all support will be most welcome and, as ever, very much appreciated.
N.B. We shall still have a Carol Service: Sunday 21st December at 6.00 pm and everyone is welcome, whether young, old, or somewhere in between.”
Following this statement Cllr Hammond informed us that ERYC has a portal to assist in grant and loan funding for community project (search for East Riding 4 community) CE will contact Cllr Hammond to move this forward.
Precept 2026/27.
The treasurer distributed a copy of the current state of affairs for the Parish funds and summary of expenditure. See Appendix.It was discussed that in light of us having to pay for Beck clearing twice this year and to continue this again into next year it was decided to increase our precept demand by 3.8% (Current CPI inflation rate) after no increase for several years, in fact it has decreased due to a small growth in the number of homes paying Council tax. A 3.8% increase in the precept is in the region of 75p per house per year for a band D property. Proposed Neil Readman, seconded Helen Walton, no votes against.
