Rural Crime Survey

 Good afternoon,

As you may know, work by the Police & Crime Commissioner, Keith Hunter (PCC) and the Chief Constable of Humberside Police Lee Freeman (CC) has led to a large scale recruitment of Police Officers. This has resulted in an increase of 20% in Police Officer numbers in the East Riding alone.

In addition to boosting the existing Patrol Teams (those officers who respond to calls for service) and CID Officers, there are now increases being introduced in the East Riding Neighbourhood Policing Teams. These include new dedicated Beat Managers for Hessle, Cottingham and Market Weighton and the introduction of a Rural Crime Team, which will be a Sergeant and four PC’s who will focus on rural crime across the East Riding and be based in Driffield.

Both the Commissioner and the Chief Constable are keen to ensure that local communities are involved in setting the priorities for these policing teams and with these new resources soon to be in place it is important that they are dealing with policing matters which are of a concern to the communities they serve.

The link below leads to a very short survey we are asking you as members of rural Parish Councils, Neighbourhood Watch and/or Farm Watch to complete and submit before the 28th January 2021. The survey asks you to select your top 3 three rural policing issues from a short list. It literally takes two minutes. We recognise that areas will have different issues so the survey also asks for the first four digits of your post code to help us understand and plan effectively.

This is a real opportunity for you as residents to influence policing activity in the future.

Bielby Carol Singing Donations

 Bielby Carol Singing Donations

As there cannot be a normal carol singing fund raiser this year because of the coronavirus restrictions, Bielby Parish is accepting donations instead of the usual carol singing ‘door-to-door’ collection.

- Because of the cancellation of so many fund raising events during 2020, many charities are suffering this year.

All money from the Bielby Carol Singing Donations this year will be donated to Martin House children’s hospice, Wetherby.

 - Martin House and Whitby Lodge provide care for children and young people from 0 to 19 years old who have life-limiting conditions such as cancer, Spinal Muscular Atrophy, Duchenne Muscular Dystrophy, or Batten's Disease, offering the best possible end-of-life care and support to the family in bereavement. Martin House relies on donations and fundraising to provide care and support to 428 children and young people and 155 bereaved families across West, North and East Yorkshire.

Following the plea from Paul Ward on the 9th December, ….

- we’ve so far raised £150.00 in donations to the Bielby Parish bank account plus £50.00 in cash or cheques

 - giving a total as of the 18th December of £200.00.

Winter Grant Scheme Information

A discretionary grant scheme to help households struggling in the run up to Christmas has been launched.

East Riding of Yorkshire Council has launched the scheme to support those most in need with the cost of food, energy (such as heating, cooking and lighting), water bills (including sewerage) and other essentials (such as sanitary products), warm clothing, soap, blankets, boiler service/repair, and purchase of equipment including fridges, freezers and ovens.

The Winter Grant Scheme is funded from one-off central Government funding announced on 10 November 2020 called the Winter Support Grant, which enables local authorities to provide financial support to those most in need this year.

To help ensure fairness of applications and access to the grant across the winter for those who need it, East Riding of Yorkshire Council will implement the Winter Grant Scheme as a discretionary scheme across multiple time periods until the one-off funding has been fully utilised.

Period one of the scheme will cover the period 1 November to 31 December 2020. Applications for period one will need to be received by Sunday, 20 December.

It is expected that the discretionary funding available will not be sufficient to provide support to all residents, therefore period one will target and prioritise support for the following:

  • to support households with children, where the applicant meets the criteria to entitle a child to free school meals

  • to support households who have claimed universal credit since 23 March and income is less than £16,000 annually

  • to support individuals who have a social care package and have seen an increase in their household food and fuel since 23 March 2020

  • to support individuals where their annual income is less than £13,600 annually.

Councillor Richard Burton, leader of East Riding of Yorkshire Council, said: “This year has been extremely challenging for some of our residents and I am heartened that we have the Winter Grant Scheme available to support those in need.

“Knowing that this grant will make the difference of keeping children warm and well fed over Christmas, or offering those residents struggling to cope financially the peace of mind that they can manage a difficult winter, is an indicator that East Riding of Yorkshire Council continues to do all it can to support those in need at the end of an unprecedented year.”

For more information, criteria for the grants and how to apply, go to

Where residents may not be eligible for this grant, the council has a benefit eligibility checker, this can be used to see if you are entitled to other forms of financial support

The council also has an emergency assistance scheme available to residents who have had an interruption to their income and where they require support to remain in the community.

Christmas Day At Bielby Church Seat Booking

Christmas Day at Bielby Church - Seat Booking

Unfortunately, due to Government Covid-19 laws, the church has reduced seating capacity this Christmas. Also carol-singing in church is not allowed.

We have only 8 pews available, with a maximum of 2 people (in one bubble) per pew. This is to meet social distancing requirements.

Therefore we have to take bookings on a ''first come, first served'' basis.

If you would like to attend Christmas Communion in Bielby church at 10.30 am on Christmas Day, please contact churchwarden John Peel on or tel. 318311 to register your name(s).

Attenders at this or any other service are respectfully obliged to wear a mask and to sanitise their hands on entry and exit. We hope villagers kindly understand the difficulties and obligations facing us.

Carol Singing Fundraising

Following the notice from Paul Ward on the 9th December, we’ve so far raised £150.00 in donations to the Bielby Parish bank account in-lieu of the usual door-to-door carol singing fund raising.

Carol Singing Cancelled & Donation

Hi everybody, Hope you are all keeping safe and well. Due to the present situation with the pandemic we decided at the last meeting to cancel the carol singing around the village. This is a great event that raises a lot of money for our charities of choice. We would still like to raise some money this year and show some typical Bielby generosity by asking if you would like to donate any amount to Martin House Childrens Hospice.

This can be done by sending a direct payment to the parish account: Acc No: 83103228 Sort code: 60-16-35 with the reference, "2020 carol singing". Or you can put cash or a cheque made out to Bielby Parish Meeting Account in a sealed envelope and post it at my address. The Byre. Thanks in advance I am sure Bielby will not let us down.
