Debbie has received a letter of thanks for the village from Chris French, the vice chair of the Pocklington Rugby In The Community charity, for the donation made from the music festival. Well done everyone.

Bielby Music Festival 2025

Another Bielby Music Festival is over and it was a wonderful event. 

We picked up the batten following Ian & Judith Simpson’s incredible 32 year legacy of Musical Events in Bielby and villagers, friends and family ate, drank and danced! 

A bit of drizzle did not stop us and the umbrella chandeliers came in very handy! 

A small profit was made despite the awful weather predictions which will go to: 

Pocklington Rugby in the Community. 

If you wish to make a donation to this lovely local charity please contact Debbie Britton who will send you the bank details. 

An enormous “SHOUT OUT” to Roz, Dale & Family for providing their precious space for our Village event - so very generous.

1. Apologies for absence.

• Received from Margaret WIlkinson and Jan Emptage

2. Minutes of last meeting held on 15th May 2023

3. Matters arising from the minutes.

• 3.3 Village task force, Neil thinks all jobs done, Paul Ward said he had seen a gulley being excavated. Cllr Leo Hammond had sent an email to  Highways and Yorks water to chase for a resolution after his previous email .

• 3.18 allied to the bus shelter, Richard Coe noted there are some metal trims projecting at the corners, Chris Emptage said he would contact Sharpes to remedy them.

4. Planning applications and outcomes since the last meeting.

• 2 planning notices were read out;

1. Hollycroft Farm YO42 4JW- Change of use from disused paddock for siting of 4 camping pods and associated landscaping (Revised Scheme of 22/01794/PLF) Granted  Mon 10 Jul 2023

2. Common Farm Galecarr Lane YO42 4JT Erection of an agricultural building for the storage of straw - Granted 19th May 2023

5. Bielby in Bloom.

• Val Nolton asked if we could plant more daffodils as the existing ones had been cut early by the council. Paul Ward said he would contact the person at ERYC who supplied the last bag.

6. Parish Precept.

• Elizabeth said the account is looking healthy, with circa £6,000 with the biggest commitment in the near future being the village information board.

• It was confirmed that the precept be kept at the same level as agreed in the previous meeting.

7. Bielby Beck update.

• Neil said the beck clearing carried out by the usual contractor was only partially done under the remit of the Environment agency and he had asked the contractor to continue and asked the village to pay the additional, which was proposed by Neil, seconded by Steve Ridsdale.

8. Speed limit in village.

•  No movement as yet on setting up the speed awareness group, so names of volunteers were taken again;

• Paul Ward said he would move the group forward and initiate training.

• Graham Tew had enquired of one company who supply solar powered flashing speed signs for the entry into the village. Costs were circa £2,500 (Elan City). Cllr Hammond commented that ERYC Highways would need to approve sighting and give permission, also that data he has suggests a speed awareness group has a longer lasting effect on driver behaviour.

9. Parish land

• Chris Emptage said the discussion with the new owners of Gale Carr farm had come to nought, item to be deleted in future.

10. Information board for the public bench area.

• Progress continues, John Peel has had confirmation on some outstanding items and is moving towards graphic design and manufacture.

11. Duck Race

• Chris Emptage with his waders appears to be the only volunteer at present, however, with the beck in its current state of near flood, we discouraged him from holding the duck race on his own and agreed to wait for more clement conditions and to seek out more volunteers, Richard Coe has the necessary nets and poles to keep any strays in check. So it’s just admin, soup makers and willing families to get involved.

12. Carol Singing

• Ian Simpson suggested that it is often a very cold night for the singers and some households were often bemused by a dozen or so carollers singing on their doorstep. He suggested a gather around a piano (keyboard) at a warmer location, Richard Coe suggested starting at Stoneleigh before retiring to Coffee and Coe for warm drinks and a carolling as a larger group. Date suggested Tuesday 12th December, meet at Coffee and Coe at around 7.00 pm before going to Stoneleigh and returning to Coffee and Coe.

13. Christmas meal.

• Ian Simpson said there were 36 villagers attending, a few outstanding balances, asked for those outstanding to give him a cheque/transfer or cash please.

14. Memorial service and wreaths.

• Val Nolton had bought 2 wreaths for the memorial at the church and also the memorial to the bomber crew along the canal towpath. Elizabeth asked for the receipts to reimburse.

15. Bus Timetable

• John Peel gave a brief piece about the lack of bus services for Bielby and nearby villages. An early morning to York on a daily basis and a return in the evening/afternoon is the only daily service. Thena weekly service to and from Pocklington on a tuesday, he says hardly serves well for the villages or for Pocklington either if people who cannot drive due to illness, disability, cost or environmental concerns cannot easily get into our local towns. He also highlighted how business’ in the village would benefit from buses to and from Pocklington such as the Cafe, Caravan site, Pod and holiday lets.

• Cllr Paul West (Transport Portfolio holder) spoke about the lack of competition creating high tender prices for routes that are then uneconomic to run. There is only 1 route in the area that runs at a profit, being the X46 that runs along the A1079, all other routes are subsidised by ERYC, creating a substantial drain on financial resources for the county. There are ideas like dial a ride or running parallel services along the A1079 for 1 every 3rd bus to divert through a few villages, but none are viable economically at the moment. If a few villages co=operated it may be possible to put pressure on ERYC or even fund a service ourselves.

16. A1079/Carr Lane roundabout

• Margaret Wilkinson passed on her concern about there being no provision for access onto the proposed roundabout on the A1079/Balk from Pocklington. Cllr Hammond said the requirement from the developers for the 380 new houses was only for the additional traffic from their houses, not for any future growth of the town. That would only have required a single lane roundabout cost circa £3m. ERYC initially committed to fund the additional work for a 2 lane roundabout (another £3m) then declined then subsequently re-committed to upgrading the design. There are no additional funds to move or divert access from Bielby Carr Lane serving Bielby, Seaton Ross and Everingham. Cllr West thought the slowing of traffic from York to Hull at the new roundabout and not allowing exit from Carr lane would not back up that far and we can always turn left to get to Pocklington.

17. Dropped kerb near Stoneleigh.

• Richard Coe asked if ERYC could provide a dropped kerb at either corner of the pavement at the end of Bursar lane (the lane between Stoneleigh and Bursar Lodge) as residents from Stoneleigh that are wheelchair users have to go along the road to get to a dropped kerb to get back onto the pavement if they are heading South from Stoneleigh and vice versa. Cllr Hammond would take this up with Highways on our behalf.

Bielby Music Festival!

Thank you to all of you who helped and took part in the most successful music festival we have had! 

We would like to thank all the team at Stoneleigh Care Home, with huge thanks to Roz for offering to host this years Bielby Festival and a big thank you to Dale and family for the input and energy they put into making it such a success.

Thank you to the musicians who entertained us on the day!

This week the festival committee have paid £3044.19 to Marie Curie, which will go directly towards funding nursing care for terminally ill patients in this area. 

The Marie Curie team also took £110.17 for teas and cakes (thanks to cake makers) and also collected £677.28 in donation buckets (also full of rainwater!). This makes a grand total of £3831.47!

As soon as the produce show programme is typed up we will share the categories so you can get growing, baking and creating!

Kings Coronation celebration?

Time is passing and I thought it would be a good idea to see if anyone would be interested in helping/Organising a village event on or close to 6th May.

There is some grant funding avaulable via ERYC, The Fund will be available to help with the costs of appropriate related activities (for example, community events, street decorations, themed artwork, commemorative benches and plaques etc). Applicants can apply for a maximum of £500 and a minimum of £100 per project. Successful projects must be directly related to The King's Coronation and demonstrate appropriate community benefit and/or community input. It is anticipated that the fund will only support one application in each parish and town council area, subject to the availability of unallocated grant funds.

I can submit the application if required, but we need a plan. Some ideas are a street party, Picnic, Family sports event, commemorative mugs for children. We have some ideas for venue, but they are currently outdoors, so if the weather was a little damp it could be delayed to the following weekend, so some flexibility would be required, unless a covered venue became available?

Show and Music Event

Just to let you know, we do plan to hold a Village show and a Music event this year, so you budding flower and vegetable growers can start planning and any musicians can tune your instruments. From initial conversations with people, it is likely that the show will be held within a week of the Music festival to minimise the number of times the tents need erecting, staging and dismantling. The music festival is most likely to be August Bank holiday weekend

Help with Fuel Bills

The government's Household Support Fund will help vulnerable households with the rising cost of heating oil. As a result, HWRA have been awarded funding from East Riding Council to offer grants to eligible residents in East Yorkshire.

 

On application if eligible, households will receive an oil delivery of approx. 500 litres and free membership to the YORSwitch Bulk Oil Buying Scheme for the year. (normally £20 per year).

No Music Festival This Year

Bielby Music Festival 2018

Bielby Music Festival.

Many thanks to everyone who came to help to put up and take down the tents for the Produce Show and Music Festival.

We raised the sum of £1017.17 for Marie Curie. Well done to all donors especially Dale Greenaway of Stoneleigh for subsidising Barton Town Band, and Mr. P.Duckworth for subsidising Pink Cadillac who played for a much reduced fee.

Produce Show, Music Festival & Putting Marquee

Quick reminder that the annual village produce show will be on Saturday 25th August 2018 at Ian and Judith Simpson's The Stores followed by the music festival on Sunday 26th August from 3pm.

Please hand in your form to Janet Readman at Ambleside on Friday 24th August between 6 O’Clock and 8 O’Clock in the evening and bring your entries on Saturday 25th August from 9.30—11.00am (Prompt). The organisers will do the rest. ENTRIES CLOSE  AT 11 O’CLOCK PROMPT.

We need help putting up the marquee on Thursday evening so please pop along to Ian and Judith's to lend a hand, all help is much appreciated. Thanks in advance.

The Village Picnic

Sunday 26th August 2018.

3pm to 10 pm

At The Stores in the garden.

Gates open at 230pm . There is no parking but you can drop off your things from 2pm to 2.30pm.

Bring a picnic, drinks, blanket or chairs and PARASOL! 

There is not a bar this year but there will be a couple of barrels of woldtop beer.

All people living in the village are invited and you can bring your friends.

No dogs please.

This is a mini music festival and Barton Community Brass Band start the afternoon at 3pm. Pink Cadillac will finish the festival coming on at 8pm and finishing at 10pm.

I will finalise the programme in the next few weeks and post it on Bielby Blog.

This event is free, but we are inviting donations in the region of £10.00 per adult or whatever you can afford and children go free. Please could you ensure children are supervised at all times. There will be no one on the gate checking comings and goings. The road is dangerous at this point.

All profit will go, as in previous years to Marie Curie.

Stoneleigh home have kindly offered to sponsor Barton Community Band and Peter and Stephanie Duckworth have very kindly agreed to sponsor Pink Cadillac who are playing for a much reduced fee.

Last year we raised nearly a thousand pounds for Marie Curie. Lets see if we can beat that this year. If you would like to sponsor a band or run a stall please get in touch.

Minutes of the Bielby Parish Meeting

Monday 30 th April 2017, St. Giles’s Church, Bielby.

Present: Chairman - Paul Ward. Treasurer - Val Nolton. Secretary - Gabrielle Rose.

8 residents.

1. Apologies for absence. John Peel, Christine Coe.

2. Minutes of last meeting held on 24th October 2016 were read out and adopted

as a true and correct record.

3. There were no matters arising from the minutes.

4. Financial Position. Val informed the meeting that the bank balance as at 15 th

October 2017 was £2123.69 however planned expenditure this year will reduce

the balance to approximately £1000. Val was concerned that the expenditure

this year (even though some items were one off) resulted in the village funds

being lower this year than in previous years. A copy of the financial position is

attached.

5. Precept for 2018-19. There has been no increase in the precept since 2010. With

a view to building up a reserve, Val suggested that the precept for 2018-19 be

increased. Following a thorough discussion, an increase of £450 was put forward.

Proposed by Neil Readman, seconded by Margaret Wilkinson.

6. Planning applications and outcomes since the last meeting.

Woodfield Barn - Single storey extension to side, extend garden store.

Application received and approved.

Manor Garth - erection of garage/store, construction of new vehicular access,

change of use of agricultural land to additional domestic curtilage.

7. Village Taskforce Walkabout – Update. Thank you to Steve Ridsdale for

accompanying the Council Team in July when repairs relating to footpaths,

signage and potholes were reported. Following numerous requests for repairs to

the severe dip on the road heading towards Hayton, the Highways department

have agreed to ‘monitoring’. Richard Coe mentioned that the gulley outside

Stoneleigh needed attention. A ‘works order’ for this had been issued in

September so Gabrielle agreed to chase this up with the Taskforce team.

8. Bielby Festival 2017. Ian Simpson had supplied a breakdown of costs (copy

attached) which Paul read out, noting the contribution of £460 from village

funds. The Festival was enjoyed and well supported by about 200 people,

enabling a donation to Marie Curie of £635.80. Paul thanked Ian and Richard for

organizing the event. Various suggestions were made as to how the Festival

could be developed including seeking sponsorship, expanding local advertising,

use of social media. Ian asked if future events could be supported by village

funds especially as costs are rising and he emphasized that the Festival is a

charitable event. The Meeting agreed that this was a good event for the village

and Val said that the village should give financial support to the event. Proposed

by Neil Readman, seconded by Ian Ross.

9. Bielby beck & bridge update. Neil Readman was thanked for making the

necessary arrangements to fix the broken bridge on Mill Lane. He added that the

beck was flowing well because of the continued maintenance. Margaret

Wilkinson had recently contacted the Environment Agency due a foul smell near

the bridge. Paul Ward agreed to follow this up.

10. Defibrillator. Paul checked the phone box regularly to ensure that the cabinet

was working. Gabrielle suggested the purchase of some signs for the phone box

and bus stop shelter. Proposed by Richard Coe, seconded by Graham Tew.

Bielby Music Festival 2017

Thanks to everyone who helped set up before and tidy up after the festival. Comments received, suggest it was the best yet!!! I have this morning, sent off a cheque to Marie Curie for well over £600, with the money the Marie Curie people raised on their stalls still to add to the total.

Thank You For A Great Family And Community Event

We just wanted to thank Ian and Richard for another brilliant music festival. Our family and friends thoroughly enjoyed the festival, as we do every year, and we know that events like this do not happen without a lot of hard work and effort from the organisers. Many thanks to Ian, Richard and their families and all the other helpers who made this event a lovely family and community day out.
Sara, Steve, Thomas and the rest of the villagers who attended and had a fab time!
