 Road resurfacing 

We received a letter from ERYC detailing a little about the planned re-surfacing of the roads along Common Lane and Main Street, Bielby (C16).

Works for the whole County will commence at some point between 11th April 2023 and be completed by September, all dependant on weather.

This is a hot bitumen coat and then application of loose chippings that will be swept up immediatly after and then any road markings re-applied soon after.

There will be speed restrictions and road closures required, but access for residents, pedestrians and emergency services will be maintained, I will put a copy on the notice board by the Bus shelter, it reads;

ROAD TRAFFIC REGULATION ACT 1984 SECTION 14 (1)

TEMPORARY PROHIBITION OF THROUGH TRAFFIC

Various Roads within the East Riding of Yorkshire Highway Network


Notice is hereby given that The East Riding of Yorkshire Council intends not less than seven days from the date of this notice to make an Order, the effect of which will be to prohibit any vehicle from proceeding along the roads listed at the end of this notice to allow surface dressing works to take place.

The road closure is necessary to enable the works to be carried out in a manner consistent with ensuring the safety of the public.

This order will commence on 11th April 2023 and is valid for 18 months, but it is anticipated that all works will be completed by 22nd September 2023.

The details relating to each road closure will be available on the one-network and advance notice of the works will be communicated to all affected .

The roads will be closed to all traffic, but access will be maintained at all time for residents, emergency services and pedestrians.

Concerns about new telecommunications equipment

Dear Bielby Parish Meeting,

We are writing to you to make you aware that concerns have been raised with the Council regarding communications network operators (such as Connexin) who are carrying out works to erect telegraph poles for overhead wires to provide alternative broadband connections. This commercial roll-out of new telecommunications equipment throughout the East Riding is part of the Government’s ambition to deliver nationwide gigabit-capable broadband as soon as possible, including full-fibre connection to premises.  

Under current legislation, companies such as Connexin do not have a statutory requirement to undertake full consultation with local residents, the council or elected representatives because the erection of the telegraph poles fall under what is termed as 'permitted development'. Although the Government considers that there are sufficient measures in place to control the use of telegraph poles for broadband infrastructure by providers designated as Telecom Infrastructure Operators, these operators are expected to adhere to a voluntary Cabinet and Pole Siting Code of Practice to ensure new apparatus is installed sensitively (this can be viewed here). Nevertheless, they have a legal right to build the infrastructure such as telegraph poles and cabinets without having to make a full planning application. The companies are statutory undertakers like gas and electricity companies and therefore can access the public highway to erect the poles. 

We are informing you as a matter of courtesy, due to the concerns that have already been raised and to advise you that if there are specific concerns raised with you over the location of poles in your area, you will need to contact the operator directly.  The Council does not have any information with regards to any specific communications network operator plans.
