Local Elections
We have received a notice of Election from ERYC for Councillors in the Wolds Weighton Ward which is relevant to us.
Also notices for certain Parish Councils of which we are not one. I have put the notices on the village notice board on the Bus Shelter but attach a link to the documents as well Here
Just as a note, I see that to vote at the polling station, you will now need to provide photo ID, which could be a passport, drivers licence, older persons bus pass or Blue Badge. The document does not need to be current apparently, but you need to be recognisable (I may need to shave my beard!)
Aternatively you can register for a postal vote or proxy vote, see www.eastriding.gov.uk/elections or go to the local library or customer services for assistance

Ready, Steady....Grow
It's out! the Village show program has been through vigorous pre testing and critique and we have come up with a few different categories for you to get your creative, sticky and green fingers into.
Remember, the show is held on Saturday 19th August behind Stoneleigh Home, Courtesy of Dale Greenaway, the weekend before the Music Festival.

East Riding Household Fund for Oil Customers
If you use oil or LPG as the main heating fuel for your home, you may be eligible for support from Humber & Wolds Rural Action (HWRA) toward the increasing cost.

Eligibility
Households are eligible if they fall into one of the following categories and meet all of the criteria: SINGLE PERSON - NO CHILDREN To be eligible under this category, you must: a) live alone with no dependents; and be employed, or self employed, and b) have a gross income of under £26,000 per year; and c) have total savings of under £6,000; and d) not currently receive any benefits; and e) be responsible for paying the household's oil,LPG and electricity bills; and f) not have previously received any other Government cost of living payment (apart from the £150 council tax energy rebate which was made to all households). COUPLES - NO CHILDREN To be eligible under this category, you must: a) live with a partner with no dependents; and b) be employed, or self employed, and c) have a combined gross income of under £31,000 per year; and d) have total savings of under £6,000; and e) not currently receive any benefits; and f) be responsible for paying the household's oil,LPG and electricity bills; and g) not have previously received any other Government cost of living payment (apart from the £150 council tax energy rebate which was made to all households). SINGLE PERSON/ COUPLES- WITH CHILDREN To be eligible under this category, you must: a) receive child benefit for one or more children; and b) be employed, or self employed, and have a gross income of under £31,000 per year; and c) have total savings of under £6,000; and d) be responsible for paying the household's oil,LPG and electricity bills; and e) not currently receive any benefits (apart from child benefit); and f) not have previously received any other Government cost of living payment (apart from the £150 council tax energy rebate which was made to all households). HOUSEHOLDS WHERE A MEMBER HAS A LONG-TERM HEALTH CONDITION To be eligible under this category, your household must include somebody who: has one of the following long term-health conditions which means they spend most of the day at home: a) cardiovascular conditions b) respiratory conditions (in particular, c) chronic obstructive pulmonary disease and childhood asthma) d) mental health conditions e) physical disabilities. This person must also: receive one of the following disability benefits: a) Personal Independence Payment enhanced rate (higher weekly rate) b) Disability Living Allowance (higher weekly rate) c) Attendance Allowance (any rate) The household must: a) be responsible for paying their own oil,LPG and electricity bills b) have total savings under £6,000 c) have a combined income below £26,000 for single households and £31,000 for couples (not including any child benefit or disability benefit). More details to follow, the produce show committee and music festival committee met Monday night and the coronation committee are meeting this Wednesday evening.
As soon as the produce show programme is typed up we will share the categories so you can get growing, baking and creating!

Road resurfacing
We received a letter from ERYC detailing a little about the planned re-surfacing of the roads along Common Lane and Main Street, Bielby (C16).
Works for the whole County will commence at some point between 11th April 2023 and be completed by September, all dependant on weather.
This is a hot bitumen coat and then application of loose chippings that will be swept up immediatly after and then any road markings re-applied soon after.

There will be speed restrictions and road closures required, but access for residents, pedestrians and emergency services will be maintained, I will put a copy on the notice board by the Bus shelter, it reads;

ROAD TRAFFIC REGULATION ACT 1984 SECTION 14 (1)
TEMPORARY PROHIBITION OF THROUGH TRAFFIC
Various Roads within the East Riding of Yorkshire Highway Network
Notice is hereby given that The East Riding of Yorkshire Council intends not less than seven days from the date of this notice to make an Order, the effect of which will be to prohibit any vehicle from proceeding along the roads listed at the end of this notice to allow surface dressing works to take place.
The road closure is necessary to enable the works to be carried out in a manner consistent with ensuring the safety of the public.
This order will commence on 11th April 2023 and is valid for 18 months, but it is anticipated that all works will be completed by 22nd September 2023.
The details relating to each road closure will be available on the one-network and advance notice of the works will be communicated to all affected .
The roads will be closed to all traffic, but access will be maintained at all time for residents, emergency services and pedestrians.

Concerns about new telecommunications equipment
Dear Bielby Parish Meeting,
We are writing to you to make you aware that concerns have been raised with the Council regarding communications network operators (such as Connexin) who are carrying out works to erect telegraph poles for overhead wires to provide alternative broadband connections. This commercial roll-out of new telecommunications equipment throughout the East Riding is part of the Government’s ambition to deliver nationwide gigabit-capable broadband as soon as possible, including full-fibre connection to premises.
Under current legislation, companies such as Connexin do not have a statutory requirement to undertake full consultation with local residents, the council or elected representatives because the erection of the telegraph poles fall under what is termed as 'permitted development'. Although the Government considers that there are sufficient measures in place to control the use of telegraph poles for broadband infrastructure by providers designated as Telecom Infrastructure Operators, these operators are expected to adhere to a voluntary Cabinet and Pole Siting Code of Practice to ensure new apparatus is installed sensitively (this can be viewed here). Nevertheless, they have a legal right to build the infrastructure such as telegraph poles and cabinets without having to make a full planning application. The companies are statutory undertakers like gas and electricity companies and therefore can access the public highway to erect the poles.
We are informing you as a matter of courtesy, due to the concerns that have already been raised and to advise you that if there are specific concerns raised with you over the location of poles in your area, you will need to contact the operator directly. The Council does not have any information with regards to any specific communications network operator plans.

Now the ball is rolling, just so no-one misses out, a reminder that Bielby church will host Pocklington Circuit Choir in concert on Saturday 11th March. The songs to give us a lift from winter into spring will begin at 7.30 pm.
Tickets are £6.00 in advance and include refreshments.
