Dear Resident,
Subject: Proposed Resurfacing of the B1228 between the A1079
East of York and Howden
East Riding of Yorkshire Council is to reconstruct approximately 8
miles of the B1228 which links the A1079 east of York to the town of
Howden. Work will be taking place at
two separate sites. Site one is located on a 4 mile section of carriageway
between Rossmoor Lodge Junction and Ellerton Common Junction and Site two is
located on a 4 mile section of carriageway between the A163 junction at Bubwith
and the junction near Spaldington approximately 1 mile north of Howden railway
station. Please find attached a copy of the site limits and phasing of the
works for your information.
The majority of the work will consist of
a process of recycling the existing carriageway pavement followed by a 60mm
deep tarmac overlay and road markings. Not only does this recycling process
reduce the environmental impact of the work it will also reduce cost and the
duration of the disruption.
Work at both sites is programmed to commence on Monday 8th
July for five weeks (Weather permitting) and the B1228 will be closed to
through traffic at the two sites for the duration of the works. Due to the restricted width of the
carriageway and to meet current safety requirements, access through the two sites will only be
permitted to vehicles needing access within the limits of the reconstruction
works. A signed traffic diversion will be in place for through traffic and
deliveries via A1079 Dunnington - Shiptonthorpe Roundabout - A614 -
Holme-on-Spalding-Moor - Howden, alternatively traffic can divert to the west
via A64 York - A19 - A63 Howden. Access will also be maintained for emergency
services, refuse collection, mobile library, mobile optician and postal
services. Bus services will not be affected although some school buses will be
disrupted, details of the revised services will be released by the relevant
school bus companies.
A temporary 7.5T weight restrictions will be enforced on the
surrounding minor road network in order to avoid damage to carriageways and
verges in the locality which are unsuitable for HGV use, HGV's are requested
re-route via the "A" and "B" road network unless absolutely
necessary.
Whist some inconvenience will be unavoidable on works of this nature
the road closure duration is being kept to a minimum by constructing the two
sites simultaneously; allowing the contractor to progress the works efficiently
and reduce both costs and construction time. It should be noted that
compensation will not be available for anyone financially affected by the
works.

IMPORTANT NOTICE FOR RESIDENTS:
Dear
Resident,
Stabilised Pavements
have been appointed by your local authority to carry out essential repairs to
the road in front of your property. This work will be carried out over the next
couple of weeks, weather permitting. Understandably, you will have some
questions, and we hope this letter will answer these.
What
work is being carried out ?
The
road is to be RECYCLED. In this process damaged layers of the road are
pulverised ( Broken up ), and then mixed with either Bitumen or Cement (Binder)
and then re-laid. The advantage of Recycling when compared to other methods is
that the work can be completed quickly with minimal disruption.
Additionally, scarce environmental
resources will be saved by recycling the existing road.
What
is involved ?
Initially,
a traffic control system will be set up in the area. (Road Closure) The road to
be treated will then be pulverised to a predetermined depth using specialist
machinery.
Once
completed, this material is mixed with the appropriate grades of binder,
reprofiled and then compacted to exacting standards. A temporary surface of
emulsion with a grit is left as a temporary running sure, the road can now be
used.
Warning
signs may be left in place for several days after the treatment. If so please
observe them and help us to keep this a safe site and keep the inconvenience to
a minimum.
Due
to the type of plant we have to use to meet current specifications, you may
experience some vibration. For this reason, it is advisable to make sure that
any fragile items of intrinsic or sentimental value that may be free-standing
on shelves, tables or other places are removed or secured so as not to cause
any damage.
What precautions should be
taken ?
Any
inconvenience caused by the operation will last only a couple of days. However,
in order to minimise this inconvenience and for your own safety, we should be
grateful if you would take the following precautions while our team is in the
area:
1.
Please
do not park your car on that part of the road which is to treated – this will
allow the work to be carried out without delay. If you need help in getting in
or out of your property, please ask the Stabilised Pavements employee for
assistance.
2.
If
you have no off road parking facilities and will be out when the work is to be
undertaken, we would be grateful if the keys could be left with a neighbour.
3.
Please
keep to the indicated speed limits until signs are removed, if in doubt whilst
driving through the works always restrict your speed to 10 MPH, and please
avoid driving through any of the binders. (Cement or Bitumen )
4.
It
is a common law duty for all residents to protect their property. Before
getting into your car or entering your home, please check that you and your
family do not have any binders ( Cement or Bitumen ) on your shoes. If you have
any of the binders on your shoes please remove them before entering the
property.
5.
If
in spite of these precautions, you get any of the binders ( Cement or Bitumen )
on your clothes or shoes, it can be removed with a proprietary cleaner.
6.
In
the case of business premises, we are obliged to maintain access, but as there
are no practical ways in which we can cover the treated surfaces and cannot
prevent people from walking on them, we suggest you place a temporary covering
inside your premises.
