4. Reports:
a. Chairman’s Report.
Thanks given to Produce show committee and Dale for a great show in 2024
speed camera finally device is soon to be in place, thanks to Paul Wards efforts.
Neil Readman for his work on the Flood Prevention works and monitoring through the year, also to Jon Los for creating a barrier to stop the beck flooding on the South side
Bielby in Bloom – thanks everyone who has helped with the flower troughs in the village.
John Peel and Julie for the very good village history board
Thanks given to the Bus stop shelter cleaning rota volunteers
VE 80 celebration day team – in advance and to Steve Ridsdale for letting us use his barn.
Last but not least, to Graham and Elizabeth for their support.
As an addenda Neil Readman wished to mark that the combined cricket team of Bielby, Hayton and Shiptonthorpe were victorious in the Canon Headley Cup in 2024, a feat for which the villages and villagers should be proud. The chair concurred.
b. Treasurer’s Report.
The treasurer ran through the current state of the bank account and noted that the balance seems low due to recent expenditure one off items and the Precept not being received prior to the meeting.
The budget for the flowers for the planters is expected to be lower as we have more perennial plants now.
The defibrillator has had to have a new battery.
The information board was under budget, in large part due to John Peel's hard work.
Extra expenses in the year, a new cover for the village marquee (£639). £1015 for the Speed indicator device. £192 for the woodchip for the footpath maintenance.
c. St Giles Church.

5. Election of Officers for 2025-2026: Chairman, Secretary, Treasurer.
The present incumbents were all happy to continue in their present positions, there being no other candidates they were all re-elected. Chair - Chris Emptage proposed Julie Tew, sec John Peel

Planning applications and outcomes since the last meeting.
i. Fragaria House Erection of single and second storey extensions to rear 25/00464/PLF Fragaria House Main Street Bielby
ii. Lakeside Removal of Condition 9 (occupancy restriction) of planning permission
99/03195/PLF (Erection of a dwelling in connection with fishery) - Declined but applicant is appealing
ERNLLCA Membership 25/26 renewal
It was agreed to renew membership for 25/26 p. Elizabeth Thompson, s Margaret Wilkinson.
Village Show.
The 33rd show will be held on August 16th at Stoneleigh, thanks given to Dale, residents and staff.
Picnic in the Park/Music Festival.
Date given by Beatrice Loss of the 30th August. She had asked if the village would be willing to underwrite the cost of toilets and generator as we had previously agreed in the event of cancellation. However it was proposed to ask for an insurance premium uplift quote to cover this increased risk and it was agreed to cover that uplift up to a maximum of £300 and that this would also be recoverable from profit made.

Speed limit in village.
Paul sent a message via the secretary that he was pulling away as lead on the group as he had had no contact from the new police co-ordinator despite several attempts to communicate with them following the retirement of the previous co-ordinator. Chris Emptage volunteered to take that position and Leo Hammond was to send Chris the new contact details and follow that up.
The new Speed indicator device shared with Goodmanham is now in place in Goodmanham and will be in Bielby from June on a 3 month cycle between the 2 villages. Costs are shared and it is agreed that for the next 5 years we will continue on a 50% shared basis. After that the agreement will be reviewed.
Collapsed culvert Marketbridge Lane.
Leo Hammond said the works are due to complete 25th June. There is currently a lot of work gone on to create working space for the piling and foundations for the new culvert/bridge for the water course. Traffic is still blocked off as is pedestrian traffic.
VE Day 80 event
Dawn Hanson gave a summary of timings for VE Day 80 event starting 09.00 Together We Stand: Raising the flag & VE Day Proclamation at Coffee & Coe
12.00 High Above, Loud and Proud: Bagpipe Tribute, Bielby and all 4 peaks in the UK also at Coffee & Coe
18.30 VE Day Celebration Picnic: for residents and families : In the barn at Common Farm, Gale Carr Lane
21.30 FINALE, Lighting the Flames with Beacons of Peace. A Global Tribute. Also at Common Farm
The village are looking forward to a day of commemoration with some stories of villagers' families, songs, food and music from the war era.
Village Land.
Chris Empatge is going to contact people who own land in and around the village to see if they would be interested in sale or leasing of a pece of land that would be suitable for community use. It was noted that nearly all villages in the East Riding and indeed around the country have at least some community land available for children to play together or on which to hold community events if not a village Hall. There being grants and assistance to start these projects we need at least to begin enquiries.
Statcraft Community fund.
Leo Hammond sits on the board for the grant community fund and said the current round has finished, which was for energy saving schemes. A new round is likely to start soon for potentially greater sums and for other community uses. GT will keep watch for news of this.
Boundary Changes.
The Boundary commission has said the existing ward of Wold Weighton that has 3 councillors is to be carved into 4 new Wards encompassing other wards due to population changes over time. Bielby will be in a new Ward with 2 Councillors called West Wolds stretching from Seaton Ross in the South to Cottam in the North East and Skirpenbeck in the West to Kirkburn in the East. Elections will be held in May 2027 for the new Wards.
Bielby Planter competition
It was proposed that there be a new annual competition for residents to Plant up their own planters for the summer to enhance the view through the village and to supplement the great work done by the volunteer planters and waterers on the village owned planters. GT to Advertise this on the blog etc and Chris Emptage will donate a cup. Judging by Jan and Chris was seen as fair as they have no street frontage to their property.
Mill Lane Pavement.
Leo Hammond said that on the face of it the permission was outside the scope of the 10 year moratorium but that planning enforcement officers are investigating. Due to the complexities of the granting and discharging of permissions and conditions on the houses over time, there may be a loophole that may give cause for enforcement to happen.
