Parish Meeting Minutes

 Minutes of Bielby Parish Meeting

Held on Monday 23rd October 2023 at 7.30pm

held at Hollycroft Court “Coffee and Coe”

By kind permission of Richard and Christine Coe

Attendees; 22

  1. Apologies for absence.

    • Received from Margaret WIlkinson and Jan Emptage

  2. Minutes of last meeting held on 15th May 2023

    • Read and approved as a true record, prop Richard Coe sec Paul Ward

  3. Matters arising from the minutes.

    • 3.3 Village task force, Neil thinks all jobs done, Paul Ward said he had seen a gulley being excavated. Cllr Leo Hammond had sent an email to  Highways and Yorks water to chase for a resolution after his previous email .

    • 3.18 allied to the bus shelter, Richard Coe noted there are some metal trims projecting at the corners, Chris Emptage said he would contact Sharpes to remedy them.

  4. Planning applications and outcomes since the last meeting.

    • 2 planning notices were read out;

      1. Hollycroft Farm YO42 4JW- Change of use from disused paddock for siting of 4 camping pods and associated landscaping (Revised Scheme of 22/01794/PLF) Granted  Mon 10 Jul 2023

      2. Common Farm Galecarr Lane YO42 4JT Erection of an agricultural building for the storage of straw - Granted 19th May 2023

  5. Bielby in Bloom.

    • Val Nolton asked if we could plant more daffodils as the existing ones had been cut early by the council. Paul Ward said he would contact the person at ERYC who supplied the last bag.

  6. Parish Precept.

    • Elizabeth said the account is looking healthy, with circa £6,000 with the biggest commitment in the near future being the village information board.

    • It was confirmed that the precept be kept at the same level as agreed in the previous meeting.

  7. Bielby Beck update.

    • Neil said the beck clearing carried out by the usual contractor was only partially done under the remit of the Environment agency and he had asked the contractor to continue and asked the village to pay the additional, which was proposed by Neil, seconded by Steve Ridsdale.

  8. Speed limit in village.

    •  No movement as yet on setting up the speed awareness group, so names of volunteers were taken again;

      1. Paul Ward

      2. Margaret Wilkinson

      3. Val Nolton

      4. Pete Nolton

      5. Gyniss

      6. Jayne Dacre

      7. Chris Emptage

      8. Elizabeth Thompson

    • Paul Ward said he would move the group forward and initiate training.

    • Graham Tew had enquired of one company who supply solar powered flashing speed signs for the entry into the village. Costs were circa £2,500 (Elan City). Cllr Hammond commented that ERYC Highways would need to approve sighting and give permission, also that data he has suggests a speed awareness group has a longer lasting effect on driver behaviour.

  9. Parish land

    • Chris Emptage said the discussion with the new owners of Gale Carr farm had come to nought, item to be deleted in future.

  10. Information board for the public bench area.

    • Progress continues, John Peel has had confirmation on some outstanding items and is moving towards graphic design and manufacture.

  11. Duck Race

    • Chris Emptage with his waders appears to be the only volunteer at present, however, with the beck in its current state of near flood, we discouraged him from holding the duck race on his own and agreed to wait for more clement conditions and to seek out more volunteers, Richard Coe has the necessary nets and poles to keep any strays in check. So it’s just admin, soup makers and willing families to get involved.

  12. Carol Singing

    • Ian Simpson suggested that it is often a very cold night for the singers and some households were often bemused by a dozen or so carollers singing on their doorstep. He suggested a gather around a piano (keyboard) at a warmer location, Richard Coe suggested starting at Stoneleigh before retiring to Coffee and Coe for warm drinks and a carolling as a larger group. Date suggested Tuesday 12th December, meet at Coffee and Coe at around 7.00 pm before going to Stoneleigh and returning to Coffee and Coe.

  13. Christmas meal.

    • Ian Simpson said there were 36 villagers attending, a few outstanding balances, asked for those outstanding to give him a cheque/transfer or cash please.

  14. Memorial service and wreaths.

    • Val Nolton had bought 2 wreaths for the memorial at the church and also the memorial to the bomber crew along the canal towpath. Elizabeth asked for the receipts to reimburse.

  15. Bus Timetable

    • John Peel gave a brief piece about the lack of bus services for Bielby and nearby villages. An early morning to York on a daily basis and a return in the evening/afternoon is the only daily service. Thena weekly service to and from Pocklington on a tuesday, he says hardly serves well for the villages or for Pocklington either if people who cannot drive due to illness, disability, cost or environmental concerns cannot easily get into our local towns. He also highlighted how business’ in the village would benefit from buses to and from Pocklington such as the Cafe, Caravan site, Pod and holiday lets.

    • Cllr Paul West (Transport Portfolio holder) spoke about the lack of competition creating high tender prices for routes that are then uneconomic to run. There is only 1 route in the area that runs at a profit, being the X46 that runs along the A1079, all other routes are subsidised by ERYC, creating a substantial drain on financial resources for the county. There are ideas like dial a ride or running parallel services along the A1079 for 1 every 3rd bus to divert through a few villages, but none are viable economically at the moment. If a few villages co=operated it may be possible to put pressure on ERYC or even fund a service ourselves.

  16. A1079/Carr Lane roundabout

    • Margaret Wilkinson passed on her concern about there being no provision for access onto the proposed roundabout on the A1079/Balk from Pocklington. Cllr Hammond said the requirement from the developers for the 380 new houses was only for the additional traffic from their houses, not for any future growth of the town. That would only have required a single lane roundabout cost circa £3m. ERYC initially committed to fund the additional work for a 2 lane roundabout (another £3m) then declined then subsequently re-committed to upgrading the design. There are no additional funds to move or divert access from Bielby Carr Lane serving Bielby, Seaton Ross and Everingham. Cllr West thought the slowing of traffic from York to Hull at the new roundabout and not allowing exit from Carr lane would not back up that far and we can always turn left to get to Pocklington.

  17. Dropped kerb near Stoneleigh.

    • Richard Coe asked if ERYC could provide a dropped kerb at either corner of the pavement at the end of Bursar lane (the lane between Stoneleigh and Bursar Lodge) as residents from Stoneleigh that are wheelchair users have to go along the road to get to a dropped kerb to get back onto the pavement if they are heading South from Stoneleigh and vice versa. Cllr Hammond would take this up with Highways on our behalf.

Hagg Bridge update

We received this communication from ERYC;

Hagg Bridge Resurfacing Works 13 November – 1 December

Essential road improvements are to be carried out to Hagg Bridge in East Cottingwith, near Melbourne, which will mean a closure of up to three weeks.

During the work, the bridge will be closed for all traffic and pedestrians to ensure everyone’s safety.

Richard Lewis, civil engineering group services manager explains in this video the decision to resurface the bridge.

We appreciate that this work will cause some short-term disruption and want to thank all residents and businesses for their patience.

Alongside your ward councillors and local parish councils we will be regularly updating this and other local Facebook groups and, in addition, we will be updating residents on progress with a dedicated e-newsletter. To sign up to this newsletter please visit eryc.link/HaggBridge

It has come to my attention that a proposed new roundabout onto the A1079 from The Balk is to be built as a result of a planning condition imposed on Gladman developments who have aquired permission for 300 or so houses on the Balk, Pocklington. The new roandabout is to be sited further East along the A1079 and an extension to the Balk, creating a dead end access to the Yorkway See outline plan I found here.

It seems a golden opportunity has been missed to include the road from Bielby onto the A1079 (Carr Lane) to be connected to this new roundabout, similar to the one at Allerthorpe and Hodsow Lane.

I wrote to Leo Hammond about this asking why it had been missed, his response was as follows;

"I can understand the point of view you are putting forward, and I think if this situation was a planned capital scheme of the Council, like both the Shiptonthorpe and Allerthorpe Roundabouts were, then what you are suggesting would probably be done - to create a roundabout which also helps improve the connection of villages like Bielby to the A1079. However, this scheme is not such a scheme.
To understand what has happened with this, it is key to realise that the development for these 300 new homes on the Balk which this new roundabout is a condition of was opposed and turned down by East Riding of Yorkshire Council on the grounds it was overdevelopment (in short). Our decision was sadly, overturned by the National Planning Inspectorate who has now granted planning permission (outline at this stage) for the new houses on the Balk, with the condition for the new roundabout to connect the Balk to the A1079.

Therefore, this roundabout is not a separate scheme, it is part of a planning development, and therefore, can only relate to the effects of said development. This is because it is the developer of said development who is funding it, and in planning policy you can only ask developers to fund things which directly come as an effect of their development.

So, it is only possible for East Riding to make the developer build a roundabout which alleviates the additional traffic caused by their development. We do not have the power to ask the developer to anything more. I hope that makes sense?

There is also the added complication of space. The roundabout is being proposed to be built towards Hayton with a new road connecting it to the Balk and the existing Balk Junction being closed. This is because there is limited space to build an appropriate roundabout at the site of the existing junction. It is also complicated to try and build one were the Carr Lane junction is because to do so, you would need to build over two existing businesses."

I am just putting this on the Blog to inform residents of the impending roundabout and its implications for road safety and access for Residents of Bielby, Everingham and Seaton Ross and further afield who use the junction on a regular basis.

Bielby Parish Meeting Minutes

                                                Minutes of Bielby Parish Meeting

Monday 31st October 2022 at 7.30pm

Held at Hollycroft Court “Coffee and Coe”

By kind permission of Richard and Christine Coe

Meeting was called to order by chair at 7.30, attendees numbered 30, see attendee register.

  1. Apologies for absence.

    1. Neil Readman, Alan Pilling, Sandra Johnson, Jon Loss, Debbie Britton

  2. Minutes of the last meeting held on 11th April 2022 were read and approved, prop; Margaret Wilkinson, Sec; Elizabeth Thompson.

  3. Matters arising from the minutes. none

  4. Planning applications and outcomes since last meeting.

    1. Hollycroft Farm - 22/01794/PLF - Change of use of disused paddock for siting of 4 camping pods and associated landscaping - Approved 17 August 22

    2. Firgrove House - 22/01755/PLF - Erection of outbuilding to include domestic garaging and residential annex incidental to the of the main dwelling following demolition of existing outbuilding, with erection of new boundary wall to front - Approved 23rd Sept 22

    3. Beech House - 22/03442/TPO - Crown reduce 1 no. Mature Purple Beech (T1) by 1.5 to 2 metres and remove deadwood approximately to 25 mm diameter in crown. Pending, however it was noted as the work required was of a safety nature, that planning permission was not required.

  1. Defibrillator. Paul Ward reported that the defibrillator had been replaced with an updated version and is fully functional. One or two residents were not aware of its location, and for information, it is in the Old Phone box 2 doors south of the Pub.

  2. Parish Walkabout 2022 - update There were 3 jobs that the Task force were to undertake;

    1. digging back the soil off back of the path in front of stoneleigh Home approx 22m

    2. Stain wooden bench at Seaton Ross end

    3. Clean village nameplate at Seaton Ross end.

Items outside Task force remit, passed on to Highways;

  1. Damage at bend opposite Mill Lane wasnt marked up for repair - highways commented it was now scheduled for repair.

  2. Request for footpaths along length of road either side to be included in future slurry seal programme - on list for consideration.

  1. Bielby in Bloom. Thanks given to the volunteers who maintain and create a wonderful display, Winter planting had been carried out and concern expressed that a budget was insufficient, GT confirmed it was included in overall budget approved at last meeting £150 x 2 =£300 total for year to include bulbs etc for spring 2023 it was thought this may not be sufficient for the amount of planting we have in the village now. To be raised at the next meeting.

  2. Bielby Beck update. CE read out Neil Readmans update,; Work had been carried out by the normal contractor and paid for by the Environment Agency (EA). NR commented that the standard of work was somewhat less than previously probably because the EA have to be seen to be protecting endangered species. Also in an effort to slow down the flow during periods of high rainfall and cause subsequent issues downstream. NR let it be known that if anyone has questions, to contact him.

  3. Speed limit in village. Several residents expressed concern at speeding through the village, particularly at the South end. Cllr Leo Hammond, in attendance, spoke about how diversions through the village from works on the A1079 were an issue for other villages too and that there is legislation that encourages contractors to make sure the diversions lasted for as little time as possible and that if they did extend beyond a reasonable time that payment could be claimed by parishes affected.

On measures within the village, there are 3 things that could be done;

  1. Create a community speed watch - volunteers from the village would be trained to use and record speeders through the village with a camera - requires a minimum of 6 volunteers.

  2. Physical measures including speed bumps or chicanes, experience from ERYC shows that these measures often create other hazards and quoted higher accident rates at Fangfoss when a chicane was installed. They are less enthusiastic about these.

  3. Humber Community speed watch vans - these could be requested but we are at the mercy of their timetable and other commitments.

  • Dorothy Zottola asked about a weight restriction, LH commented that there are some already in place which forces traffic through other routes, Seaton Ross however had put up HGV Route signs to assist drivers to a suitable road. It was put to the room to seek volunteers for the community speedwatch, there were 5; Robert Zottola, Elizabeth Thompson, Tony Britton, Paul Ward and David Tyas.

  • LH said he would ask ERYC about HGV route signs.

  • Steve Ridsdale commented to LH about poor visibility for large vehicles near the SUMO junction

  1. Consolidation of Village lands; CE is working on resolving where village lands were and is making progress.

  2. Information board for the public bench area, Julie Tew gave an update on a new information panel for the Bench area, she has two quotes, one in excess of £2500. However, it was agreed that we apply for grant funding from the “Do it for East Yorkshire fund”.

JT is working with John Peel on the content of the sign and expects to incorporate history and information on the Mill, The Pub, School(s) Church and Methodist Chapel as well as incorporating a section of the 17th Century map of the village

  1. Mill Lane – picnic bench. No update, it is assumed that with the departure of Susan Richardson, that the scheme will not continue.

  2. Do it for East Yorks Fund. GT commented that the fund is still available and actually has increased its funding by another £150k. LH said it is available for further projects, as Bielby had already used the fund to create the bench and paving area opposite the church.

  3. Memorial service and wreaths, Val Nolton had sourced 2 wreaths for the village, one to be placed at the memorial in the churchyard, the other to be placed at the memorial along the canal at the WW2 aircraft crash site. CE took the wreaths to give to Steve Smith to place. John Peel commented that both the Memorial and the arched gate are 100 years old this year, hence a service is to be held onSunday 13th September at 10.50 a.m. to mark the occasion and to remember those lost in conflict.

  4. Storage of Village crockery, Val Nolton has carefully stored the 50 place setting village crockery for some years now, but is refurbishing the garage in which it is stored. So we are seeking anyone with some spare storage and is willing to be available to let it out and return it whenever it is used. It was also used as a reminder to let people know that the crockery is available for any villager to use, its a 50 place setting of Dinner plates, side plates, cups and saucers etc.

  5. Councillor Leo Hammond addressed the meeting. He said how impressed he was with the attendance for such a small village.

He presented a short briefing on the£4m budget ERYC have for helping families and households through the cost of living crisis, about a taskforce established with £200k for food banks and community groups offering help to vulnerable families. Also a programme to upgrade several hundred social housing dwellings. If anyone is seeking help, he referred them to the ERYC website ( https://www.eastriding.gov.uk/cost-of-living-help-for-households/ ) or to contact him.

CE asked about a Public right of way (PROW) across the field from the canal bridge to the beck, LH said that if its not registered with ERYC then it is unlikely to be a PROW, however an application could be made if someone had the motivation and evidence of 20 years continued use. In the meantime please respect the landowners request not to use the shortcut however tempting it is to make a circular walk. It does cause damage and financial loss as crops are damaged and the ground is consolidated causing even worse drainage problems.

Update on Road repairs August and September 2022, Police Newsletters and Home for Great British Rail Bid

Forthcoming Road closure notices updated

Official Notice here and Plan route diversions here.

Police Newsletters

For Pocklington

and

Market Weighton

Home of Great British Rail.

This message has been sent at the request of Councillor Leo Hammond (by Dawn Johnson)

Some of you might be aware that our neighbour York has successfully got down to one of the last six (out of an original list of over forty) areas being considered as the new Home of Great British Rail.

Great British Rail will be the new Governing body of our entire railway infrastructure. It would be a great opportunity, not just for York, but also the East Riding to secure this government body nearby.

Already, many East Riding residents, especially in our part of the county, work for the railway industry in York, and this massive investment from Government would unlock additional employment and educational opportunities for our residents.

It will also hopefully improve local infrastructure and transport!

The Government has launched a consultative vote on which of the last six areas the U.K. population would like to see as the new Home of Great British Rail. Whilst the final decision rests with the Secretary of State for Transport, this vote will help influence the Secretary’s decision.

Recently, myself and Cllr Paul West brought a motion to Full Council at ERYC to ask the council to back York’s bid because of the benefits our residents will get if York is successful. The Council voted unanimously in favour of our motion.

It is now important we do all we can to ensure York wins the public vote. I have voted online, as have many others I have spoken to.

I am writing to you to ask you to vote and encourage those around you to vote. Please vote for York and support our region in this great opportunity.

You can vote here: https://gbrtt.co.uk/hq-competition-public-vote/

Best wishes,

Leo

Road Repairs Monday 15th August & 2nd September

 Dear Villagers,

We have been notified by the highways department that they plan to make selective repairs to the roads in and around the village commencing next Monday 15th August and again from Tuesday the 2nd September.  The initial work in August will take three days and the work in September is likely to take seven days.  Access will be allowed to residents but it may be necessary to enter and leave the village from a different direction.

Road Repairs & Closure Information

Can I remind residents to avoid parking on the road near to where yellow paint has been used to mark areas to be repaired.

I will try to find out more detail on which repairs will be done first and advise you accordingly.

Road Repairs

 Road Repairs

Villager may have noticed a copious use of yellow paint on roads in and around the village. These are indicating where repairs are necessary and will be carried out in the next month or so.

I am advised that only the areas marked in yellow will be repaired as the cost of tarmac has increased substantially as a result of the war in Ukraine.

I am reliably informed that we will receive seven day’s notice of when the work will commence (unlike the emergency closure of the road at the Everingham end of the village).

Once we have been advised I will update the Bielby BLOG. It will help the council repair team if residents can avoid parking on or near any of the yellow road marking.

Thanks,

Chris Emptage

News About Condition of Bielby Lane

Please find below the letter Chris Emptage received regarding resurfacing Bielby Lane.

Dear Mr Emptage

Thank you for your email dated 27 February 2021, regarding Bielby Lane.

Unfortunately, the recent wet and freezing weather conditions have caused the number of  potholes appearing in the East Riding to rise significantly.

Minor repairs are ordered for Bielby Lane, following a further inspection completed last week.

Regarding the issue of fully resurfacing the road, the funds available are allocated based on a  priority rating system of all of the roads within the East Riding, and the current ranking of Bielby  Lane makes it unlikely that it will be resurfaced any earlier than 2026.

In the interim period we will continue to carry out minor repairs as required.

Yours sincerely
